New industry white paper explores how commercial models may evolve as AI reshapes online discovery and challenges traditional attribution
The Affiliate & Partner Marketing Association (APMA) has today published a major new white paper arguing that artificial intelligence is set to transform not only how consumers discover products online, but also how publishers, creators and partners are rewarded for the value they create.

As AI-powered search, chat assistants and shopping agents increasingly answer questions without directing users to websites, traditional click-based attribution is coming under growing pressure. The APMA’s new report, The New Rules of Discovery: How Affiliate Marketing Can Thrive in the Age of AI, explores what this means for the future of partnership marketing, and outlines how the industry could evolve.
Produced by the APMA AI Taskforce, and featuring contributions from leading industry players including impact.com, the report combines industry research, practical guidance and original survey findings to help brands, publishers, agencies, networks and technology providers prepare for the next generation of digital commerce.
Central to the report is the argument that influence is increasingly occurring before the click – or without a click at all – creating new challenges for an industry whose commercial models have traditionally relied on measurable referrals and conversions.
The report explores how affiliate marketing may develop beyond conventional CPA models, examining emerging approaches including:
- rewarding publishers for AI citations and influence rather than clicks alone;
- fixed-fee partnerships based on AI visibility and trusted content;
- licensing and structured content partnerships with AI platforms;
- measurement frameworks built around Retrieval, Citation and Outcome rather than referral traffic alone; and
- how agentic commerce could fundamentally change attribution when AI assistants complete purchases on behalf of consumers.
Rather than presenting these as predictions, the paper provides a practical framework for industry discussion as AI adoption accelerates.
Alongside this forward-looking analysis, the report is structured into three parts:
Part One examines how AI search and conversational discovery are changing consumer behaviour and reducing reliance on traditional search journeys.
Part Two introduces practical approaches to measuring AI influence, helping organisations understand how visibility and authority can be assessed even when clicks disappear.
Part Three explores how commercial relationships, attribution models and partnership strategies may evolve to ensure publishers and partners continue to be rewarded for the value they create in an AI-driven ecosystem.
The paper also includes findings from the APMA‘s AI Industry Survey, which gathered responses from affiliate networks, publishers, agencies, brands and technology providers across the UK.
The research highlights an industry already embracing AI but still grappling with how to measure its commercial impact:
- 66% of respondents are already using AI or plan to do so.
- 34% cannot currently measure traffic arriving from AI platforms.
- Only 13% have begun commercialising AI visibility within their partnership strategies.
James Bentley, author of the report on behalf of the APMA AI Taskforce, said: “The affiliate industry has always adapted to changes in technology – from search engines and mobile to social commerce. AI represents the next major evolution, but this time the challenge isn’t simply reaching consumers differently; it’s recognising and rewarding influence when the traditional click is no longer the only measure of value. This report is intended to start that conversation and provide a practical roadmap for where the industry could go next.”
The report also showcases examples of how APMA member companies are already deploying AI across campaign optimisation, reporting, content production, tracking and operational efficiency.
Recognising the pace of change, the APMA says the publication will become a living document, with future editions incorporating new research, emerging best practice and evolving commercial approaches as the AI ecosystem matures.
Anthony Clements, Country Manager at impact.com commented: “This is a great piece of work, and one we were very happy to support. AI is redefining what the world of partnership marketing looks like and the industry’s leading players have a responsibility to share their knowledge and learnings for the benefit of all.”
